The guideline for
measures against COVID-19

To make a festival that everyone can enjoy

The Reborn-Art Festival takes place in a vast area in the Oshika Peninsula centering around outdoor exhibits. The event has potential suitable for the new normal as it is planned so as not to get crowded.

As a matter of course, we take people’s temperatures and make sure to reduce contact between individuals as much as possible. We take measures to secure the distances, ventilate and disinfect, and keep records of visitors’ information to hold a festival which everyone can enjoy safely.

At the Reborn-Art Festival, we make it a rule to conduct PCR tests on artists, staff and others when they come in from the area declared with COVID-19 state of emergency and semi-state of emergency.

We would like to ask those who visit the event to read the guideline stated below. There might be a change in the content as the circumstances change, so please check the latest information before you come.

For those who visit,
please read the following

One cannot generalize what “nonessential and nonurgent” matters are, but we would like to ask those who come from COVID-19 state of emergency and semi-emergency areas to carefully consider the government’s guiding principle when deciding to come or not.

We would like to ask for your cooperation so that everyone can fully enjoy art, music and food at the Reborn-Art Festival.

<When you visit>

①Those who apply in the following conditions are not accepted at the venue.

■ Those with symptoms such as fever 37.5℃ and over, coughing, sore throat, diarrhea, taste disorder, smell disorder, etc. and who are feeling sick

■ Those who were tested positive for COVID-19 and instructed to stay at home (if you have not been accredited with “medical treatment completion” by a public health center after you were tested positive and went under observation)

■ Those, within 14 days prior to the performance, who visited country or area designated as entry restricted or necessary to have a period of observation by the government, or possibly had close contact with person who stayed in such country/area

■ Those, within 14 days prior to the performance, who were confirmed as being in close contact with an infected person by a public health center

■ Those, within 14 days prior to the performance, who have a history of acting in a manner that can be considered as being in close contact with an infected person (having communication without a mask, within 1 meter in more than 15 minutes) although a public health center has not tracked you

■ Those, within 14 days prior to the performance, who had a COVID-19 infected or possibly infected person at home or at office


② We are asking visitors from areas declared under the state of emergency or applied with pre-emergency measures to take PCR test or antigen examination before coming to the Festival.

When you check in, you need the Reborn-Art Passport and your identification paper. Please make sure that you bring both. Your ID should have your name and a face photo. Depending on the kind of your Passport, you might need a student ID card or ID with your address.

② We take your temperature
(those registering a fever above 37.5℃
will be asked to refrain from entering).

③ Fill in the check sheet with your personal information
(name, telephone number, address down to the name of town)
and health condition.

*It is much smoother if you download the check sheet beforehand,
fill it in and bring it to the site.

After we confirm your Reborn-Art Passport and ID,
we provide you with the wristband that is effective only for the day.
Please make sure to put it on your wrist and show
it to the staff at the entrance to the venue.

*We would like to ask you to download COCOA,
COVID-19 contact-confirming application.

Outline of COCOA

<At the venue and within the area>

① Whether you are outdoor or indoor, please make sure to wear a mask and pay attention to coughing manners. However, to prevent heat stroke, you can walk without a mask in the intense heat and on a steep slope. (When you take off the mask, please keep the distance more than 2 meters, follow the cough etiquette and refrain from talking.)

② Exchange of cash is done on the cash tray. At some of the Information desks, cashless payment is available. (Since we do not have any charge functions, please charge them beforehand.)

<When you view artworks>

① Please keep the distance when you move around to view the artworks. When you walk, please keep to the left.

② When you go indoor, please disinfect your hands at the entrance.

③ At the entrance to each artwork, please write down your wristband number in the visitors’ notebook.

④ Whether you are outdoor or indoor, please make sure to wear a mask and pay attention to coughing manners. However, to prevent heat stroke, you can walk without a mask in the intense heat and on a steep slope. (When you take off the mask, please keep the distance more than 2 meters, follow the cough etiquette and refrain from talking.)

⑤ In case the indoor exhibition is crowded, we might need to limit the number of viewers inside. Please follow the staff’s instruction then.

⑥ We go round regularly to disinfect the venues.

⑦ We circulate air by using ventilating fans, etc.
and take ventilation measures.

<When you dine>

① Please disinfect your hands at the entrance.

② Please write down your wristband number in the visitors’ notebook.

*At Hama-saisai eatery, a visitor without the wristband is asked to write down his/her personal information.

③ Please eat/drink without having conversations. Please wear a mask when talking while you eat.

④ Exchange of cash is done on the cash tray. At some of the Information desks, cashless payment is available. (Since we do not have any charge functions, please charge them beforehand.)

⑤ The seats are basically laid out about 1 meter apart.

⑥ When 1 meter space between face-to-face seating is not possible, a partition is set up in the center of the table.

⑦ We go round regularly to disinfect the venues.

⑧ We circulate air by using ventilating fans, etc.
and take ventilation measures.

<When participating in the bus tour>

① We take your temperature (those registering a fever above 37.5℃ will be asked to refrain from entering).

② Fill in the check sheet with your personal information
(name, telephone number, address down to the name of town)
and health condition.

*It is much smoother if you download the check sheet beforehand,
fill it in and bring it to the site.

After we confirm your Reborn-Art Passport and ID, we provide you with the wristband that is effective only for the day. Please make sure to put it on your wrist and show it to the staff at the entrance to the venue.

③ We ask you to disinfect your hands everytime you get on the bus.

④ Eating and drinking are basically not allowed on the bus. However, drinking water is allowed although you are asked to refrain from talking when you are not wearing a mask.

⑤ All the seats are reserved. When you reenter the bus,
please take the same seat.

⑥ The air-conditioning on the bus is set on the air-intake mode so that fresh air constantly circulates.

We would like to ask for your cooperation as we try to prevent the spread of the coronavirus according to the current situation of infection.
